The Department of Public Health has already published its proposed rules. Keep an eye out for the Department of Agriculture and Department of Financial & Professional Regulations rules.
Step 3: Write a business plan.
Step 4: Write a prospectus.

Step 6: Get local support and letters of recommendation i.e. fire, police, city planner, mayor, governor, senators, Obama. Anything and everything will help including local resident support
Step 7: Work with a consulting firm to take you from where you are today through the license acquisition process.

We can ensure a data-driven, continuous improvement process with reverse traceability through our standard software. We have extensive custom application and web development experience to support you.
7. Detailed Budget
While each step of the plan is focused on cost containment, a detailed budget isn’t practical until we make decisions on method, facility assets, security and technology which drive those numbers.
8. Facility Build Out
With a proper plan and understanding of asset and utility needs, we can get blueprints, and the right general contractor for build out.
9. Application Submission
The obvious constraint to beginning operations in obtaining the license. The Quantum 9 staff will document every aspect of your cultivation/dispensary operations including GMPs, SOPs and all documentation that will give the state visibility into your operations and how they will be run.
10. Staff Training
Quantum 9 consultants can support your staff with work aids and periodic checklists for quality practices. Training on technology is also important as familiarity affects performance.
11. Operations Commencement
With the facility prepared and the staff trained, you will be ready to shift from spending money to making money.
