Utah Marijuana Consultants – Program Proposition 2 Review

Utah’s medical marijuana program could get the jump start it needs if the Utah Proposition 2, Medical Marijuana Initiative is voted into law during the general election on November 6th, 2018.

  • The state has only five dispensaries, called pharmacies;
  • Requires a licensed pharmacist at the location;
  • Bill outlines one dispensary for every 150k residents, could be as many as 20 based on Utah’s population of 3M;
  • Establish a single, state-owned central pharmacy that would supply health departments with MMJ products with certain dosage limits; and
  • Permit sales of unprocessed marijuana flower only if packaged in a blister pack in which each blister contains no more than 1 gram.

Most recently, Senator Jim Dabakis (D-Salt Lake) tried cannabis on Facebook Live for the first time.  He drove to Las Vegas to find out exactly what cannabis products look like, taste like and smell like.  I wish he would have consulted with a Utah Marijuana Consultant from Quantum 9 on where to visit.  Quantum 9 has a few Vegas favorites.

As far a Utah, as a marijuana consultant, I applaud the senator. He is actually pulling his sleeves up and getting into the real topics.  If only our Senators would go through that route to help patients.  He is said to remark – “Not that big of a deal,” this doesn’t count as a sin. Utah Senator Tried Cannabis for the First Time

On October 24, 2018, Utah House of Representatives Democrats held a Proposition 2 public forum.  After hearing from both opponents and supporters, Rep. Rebecca Chavez-Houck, (D-Salt Lake City), said she would take into account what she heard at the forum. This has been a dogfight since the beginning.

What does Proposition 2 Do?

The Utah Marijuana Consultants reviewed Proposition 2, the measure was created to legalize medical marijuana to qualified patients with medical conditions or ailments.  Currently, only five cannabis pharmacies will be allowed to operate in the state.  In the bill every six months, two more cannabis pharmacies can be added.

Conditions include post-traumatic stress disorder, cancer, HIV, autism, Alzheimer’s, multiple sclerosis, Crohn’s disease, epilepsy and chronic or debilitating pain for those individuals who are cannot use opiates. Medical cannabis can also be recommended for those at risk of becoming dependent on opiates or are at risk of overdosing on opiate prescriptions.

Physicians may recommend medical cannabis for other conditions on a case-by-case basis as determined by a Utah Compassionate Use Board of five physicians. As a marijuana consultant, this is a huge win for the industry.

Residence could receive a recommendation from a physician to acquire a medical marijuana card to access medicine from dispensaries.

Under the measure, the smokable form of cannabis is still illegal, so a vaporization device is required to inhale cannabis vape from concentrated oils. This form has been much less carcinogenic than smoking the raw form of cannabis through traditional combusting.

During any one 14-day period, patients are allowed to buy two oz of unprocessed medical marijuana. Or during any one 14-day period, an amount of marijuana product with no more than ten grams of THC or CBD.

Home Cultivation

After January 1, 2021, individuals with physician recommended that are unable to obtain medical marijuana within 100 miles can grow six marijuana plants for personal use within their homes.

Local and state sales taxes would exempt if Proposition 2 is passed. It would direct the state legislature to enact business license fees for a marijuana business to fund the ongoing costs of the initiative’s implementation.
