As stated in Measure 109, a psilocybin Manufacturing license allows a business to “manufacture, plant, cultivate, grow, harvest, produce, prepare, propagate, compounding, conversion or processing of a psilocybin product, either directly or indirectly by extraction from substances of natural origin, or independently by means of chemical synthesis, or by a combination of extraction and chemical synthesis, and includes any packaging or repackaging of the psilocybin product or labeling or relabeling of its container.”
In simpler terms, a Psilocybin Manufacturing License allows you to produce psilocybin products from fungi or through chemical synthesis.

Psilocybin Service Center License
A Psilocybin Service Center License will allow establishments to administer psilocybin sessions and provide related services. In other words, a Psilocybin Service Center License is the location where individuals would go to receive their psilocybin therapy.
In summary, the psilocybin services that one may receive at a Psilocybin Service Center include:
- a preparation session;
- an administration session; and
- an integration session.
Specifically, the preparation session is a meeting between the client and a psilocybin facilitator before the psilocybin is administered. During the administration session that will occur at the Psilocybin Service Center, the client will purchase, consume, and experience the effects of a psilocybin product under the supervision of a psilocybin service facilitator. Upon completion of the psilocybin administration session, the client and the psilocybin service facilitator will have a meeting to help the client integrate back into a sober state and their normal activities (known as the integration session).
Psilocybin Service Facilitator License
The OHA will issue Psilocybin Service Facilitator Licenses to individuals who will conduct the psilocybin services mentioned above. In other words, think of the psilocybin service facilitator as the “guide” who would be present during your psilocybin experience.

Psilocybin Testing Laboratory License
Finally, the fourth type of license is for testing laboratories in Oregon. The Psilocybin Testing License, not surprisingly, allows establishments to test psilocybin products.
More specifically, psilocybin products must be tested for:
- Microbiological contaminants
- Pesticides;
- Other contaminants;
- Solvents or residual solvents; and
- Psilocybin concentration.
Also, Psilocybin testing laboratories in Oregon must receive accreditation under ORS 438.605 to 438.620 and meet all requirements set out by the OHA.
Restrictions Surrounding Psilocybin License Applications
Equally important as knowing the types of licenses, you must be familiar with restrictions that may prevent you from receiving a license.
First, an individual cannot have a financial interest in more than one psilocybin product manufacturer or more than five psilocybin service center operators. However, a person can hold multiple service center operator licenses. Also, a person can hold both a manufacturer license and a service center operator license at the same or different premises.
Also, the OHA will not issue you a license if you:
- Are under the age of 21;
- Have a “habit of using alcoholic beverages, habit-forming drugs, or controlled substances to excess”;
- “Have been convicted of violating a federal law, state law, or local ordinance if the conviction is substantially related to the fitness and ability of the applicant to lawfully carry out activities under the license”;
- Lack of moral character; or
- Have no ownership in the proposed premises for your Psylicybin Business.
